（一）项目建设必要性：（1）市场优势：柠檬酸是一种有机酸，主要用于食品（占70%）、日用化工（占15%）等领域，可用作食品和饮料的调味剂、保鲜剂、防腐剂、抗氧化剂、增稠剂等。目前，世界柠檬酸总产量约150万吨，主要消费国（地区）是美国、欧盟、中东和日本，预计未来五年，柠檬酸需求量将以年均2.8%的速度增长。我国是柠檬酸生产大国，年产量约50万吨，近年来柠檬酸出口量都在30万吨左右，约占国内总产量的60%，主要销往美国、欧盟、日本、印度等国家（地区）。我国人均柠檬酸消费量很低，只有美国人均消费量的5%，目前国内需求量只有15万吨左右，市场发展潜力大。该项目的产品主要满足国内外市场，并为我省食品、日用化工等产业提供原料保障。（2）原料优势：吉林省地处世界玉米“黄金带”，正常年份可产玉米1500万吨，可项目提供丰富的原料保证；另外，吉林市地处食品化工原料基地，可为项目提供充足的物料供应，同时，吉林经济技术开发区配套条件完善，可保证项目顺利投资建设。（3）技术支持：国际上生产规模较大企业是美国ADM公司和嘉吉公司，产能分别是14.3万吨和10万吨。我国安徽丰原生化公司是国内生产柠檬酸的最大企业，生产规模12万吨，其一步法发酵生产技术比国外同行业生产成本每吨降低USD185。柠檬酸生产的关键是发酵工艺和菌种，我国柠檬酸生产技术居国际领先水平。该项目技术工艺拟与安徽丰原生化公司合作和采用天津某研究所的菌种。
（二）建设规模及产品方案：年产5万吨柠檬酸，项目占地10公顷，年可转化玉米15万吨。
（三）经济效益预测：年总收入6790万美元，年上缴税金475万美元，年利润总额1358万美元，投入产出比1：1.4，投资利税率25%。
（四）项目总投资：项目总投资4938万美元，其中：建设投资估算为：4444万美元，流动资金估算为494万美元。
（五）合作方式：技术引进或合资、合作。

Project of Annually Producing 50,000 Ton Citric Acid
Ⅰ. A Brief Introduction to Project:
1．Essentiality of Project Construction: 1) Superiority of Market: Citric acid is a kind of organic acid, mainly utilized in areas like foodstuff industry (Occupying 70%), and daily ware chemical engineering (Occupying 15%), and etc. It can be used as flavor adjustment agent, fresh-preservation agent erosion prevention agent, oxidization resistance agent, thickening increase agent of foodstuff and beverage. Presently, the total output of citric acid of the world is about 1.50 million tons, and the major consumption countries (Regions) are US, European Union, Middle East, and Japan. In the preplanned future five years, the citric acid demand will be growing at annually speed of averagely 2.8%. China is a citric acid producing large country, and the annually output is about 0.50 million tons. And in recent years, the exported quantity was all at about 0.30 million tons, about 60% of the domestic total output, mainly sold to US, European Union, Japan, and India, and the like countries and regions. The per capita citric acid consumption of China is very low, only at 5% the per capita average consumption of US. Presently, the domestic demand is only 0.15 million tons or so, and the market development is great. The product of this project is mainly for satisfying domestic and abroad market, as well as to provide raw material assurance for foodstuff and daily ware chemical engineering, and the like industries. 2) Superiority of raw material: Jilin Province is located in the global corn "Golden Belt", and in normal years, the corn yielding is 15.00 million tons, can be providing raw material assurance for this project. Besides, Jilin City is located in the foodstuff chemical raw material base, can be providing sufficient material supply. And at the meantime, the development zone has perfect completion and supplemental conditions for the project in guaranteeing the smooth investment and construction. 3) Technological support: Internationally, the larger production scale enterprises are ADM Company and Jiaji Company of US, their separate productivity are 0.143 million tons and 0.10 million tons. Fengyuan Biochemical Company, Anhui Province, domestically speaking, is the largest enterprise in producing citric acid, with the production scale at 0.12 million tons, the only once step method of fermentation production technique has lowered down 1,500 Yuan or so tonnage cost of production compared the same industry's data, domestically. The key in citric acid production is fermentation process and germ stem seeds, and China's citric acid production technology is positioned at leading level internationally. For this project, the technology process is planned to cooperate with Anhui Fengyuan Biochemical Company, and adopt germ stem seeds of a certain Tianjin Research Institute.
2．Construction Scale and Product Plan: Annually producing 50,000 tons citric acid. The project is to occupy 10 hectare land. And the yearly corn transferring capacity is 0.15 million tons.
3．Prediction of Economic Profit: The annually total income is USD67.9 million, and the annually remitted taxes are USD4.75 million , and the annually total profit isUSD13.58 million . The input and output ratio is 1:1.4, and the investment profit and tax rate is 25%.
